Default state tax lien?

so i just checked my credit , and it says "state tax lien" it says it was reported on 9/08/2007. I received a letter from the irs regarding this issue on 9/15/2007 and agreed to a payment plan with them , the first payment was due on 11/15/2007 which was sent already . according to the person who i spoke to at irs, in 2003 when my taxes were claimed HR blocked claimed that i only made 20,000 for that year , Irs is saying that i made more than that. I checked my w-2 for that year and it says that i only made 20,000. so how is that a discrepancy , now my credit is saying i owe this money , even after i agreed to a payment plan with them what should i do ?just to make some clarifications , the only paper the irs sent me was one saying that i had a "tax warrant" i was nervous when i received it so i automatically started a payment plan , now i don't know what to do

I found myself in the same situation 3 yrs ago, the IRS moved a decimal and had me at 700,000.00 instead of 70,000.00 a year, I wish! I faxed them a copy of my W-2's and they explained they made an error and sent me a letter of release... I would ask them for proof that you owe it, It's your right as a Tax payer... Don't let the push you around.Good Luck
