Default Movies Making Less than Budget

Why do a lot of movies tend to make less in the worldwide box office than what was budgeted on them?

Napoleon Dynamite obviously makes an exception as only 500k was budgeted on the film and made quite a huge profit out of such small investment reaching nearly 45mill in the US alone. On the other hand, I have noticed a lot of good movies making barely half of what was invested on them, if that's the case, do film makers actually 'hope' to get a good return on their films?

that is b/c the produceers dont care as long as the movie is a fine hit.Peace &
