Both especially if both names are on the loan

Whoever is on the mortgage is responsible for paying it regardless of income.

Depends on whose name the title is usually the primary, but it depends on how you handle the finances we have a joint account since all the money goes to bills, but if your worried about not having enough money leftover for yourself open your own account in your name and just chunk the part you don't want to contribute to the to the mortgage or bills in the separate account.
