Default Getting a CL Increase

Is there a way to get a credit line increase, without having an inquiry run for the line increase?

We only have one credit card, plus one store card (undisclosed credit limit), and I find that I'm running up against the 7-10% recommended utilization of the credit limit each month. It would be nice to have a little more flexibility on months where I have car repair expenses, etc.

The problem is, I'm at the fringe of a FICO 700... Experian 695, Transunion 705 (not sure about Equifax) and I am planning to try to refinance my mortgage in March when the new HARP eligible factors go into effect. And I understand that 700 is generally a number that results in a lower rate, so I don't want to do anything to jeopardize that... like have an inquiry hit my credit report.
