Default Corrupted credit file with Equifax

I'm not able to receive my credit report with Equifax when providing my identity information, they claim that they cannot locate my file. All I get is a formal letter asking to provide "another" identity. I opened a dispute with them asking to correct my identity information on file, I got another formal letter saying they cannot locate the file and providing a different p.o. box. I sent a letter to that p.o. box, and got another identical letter. It's like it's *my* problem that my identity doesn't match to what they put on their file.

I have no problem receiving credit reports from the other 2 agencies. But the problem with Equifax is that I get denied credits, as if I have no credit history, if a company decides to check my credit report with Equifax. I got denied a few opportunities over a few years, and the only credit card I was able to get was through my spouse.

What are my options here? Should I threated them to file with FTC? Would filing a complaint with FTC help? Attorney general office? Should I sue them and how? I live in California. Did anyone have a situation like that?

According to the law, they SHOULD provide me with a free credit report file upon submission of the identity proof. It's their problem why they cannot provide it. Where can I complain that they refuse me a credit report after I provide all the identity proof they need?

I also wonder if there is another dimension to it, like data integrity protection. Where can I complain that their technical facilities and data recovery procedures are not in line with the technical needs of storing the data? This would be related to customer protection.
