If an account is closed, but has no delinquent debt, there is no debt to offer payment of in exchange for deletion of information from your CR. So the principle of a PFD would not apply. Under those circumstances, a GW request for deletion should be used.
A possible exception is a form of a pay for delete that has been used by some for debt that has been settled by payment of less than the full amount.
Some have offered to pay the difference between the prior, full debt and the amount accepted as settlement of the debt provided the creditor agrees to delete information from the consumer's credit file. It is money out-of-the-blue for them that they no longer have the right to legally pursue, and thus has met with some success.
All of this assumes that payment of the debt was made under acceptance of the legitimacy of the debt. If you assert, after the fact, that the debt was actually not legitimate, it is kinda contradictory, but there is nothing preventing you from still disputing the accuracy of the information that is still in your CR. Not the usual situation, but not out of the question.
