Bad Credit Problem Need Help!!!!

Hello my girlfriend has a big credit problem. well first of we went to the bank to open a checking account and a line of credit set up as overdraft. they declined her line of credit stating she has a terrrible credit score and the thing is she is 19 and has never had any credit under her name. the bank tells us there are alot of medical bills, mortgage loans, credit cards etc. under her credit report and it also showed her sisters name under her social security number kinda like a joint number two people one number. so the bank told this report was retrieved from equifax and to contact them first. this is were it gets really annoying. so we try to contact equifax first by phone and nothing can be done unless we have a credit report number so we submit a request for a credit report and it ask her all this stuff like have u lived her and what bank is your mortgage is under so obviously we answer none of the above then it says we cannot display your credit report over the internet please submit request by mail. we have done that and it has been over 2 months. everyone says it is supposed to take a while but 2 months? the weird thing is that we were able to get credit reports for transunion and experian and those reports showed no problems what so ever clean history. and she also just got approved and received a discover card. dont all the credit agencies work together so she should of been denied the discover card? we cant do anything with any of the credit angecies because the credit report is either clean as a whistle or the security question we are asked we say none of the above and they cannot display further information. If anyone has some suggestions please help it would be extremely appreciated we are trying to move out and buy vehicles and this is not helping at all.
