Yes. They do a credit check to see if you have any outstanding checks. My sister's boyfriend was denied a savings account because of one bad check.

They can tell you that they won't open up a checking account for you, but they should be able to open a savings account for you. Ask them what you have to do in order get a checking account. Your best bet is trying to open a savings account first.
