Orchard Bank Credit Card

I have an orchard bank credit card that was closed by them in mid 09 for lack of use. I also have a 90 day late pay of $24 in January of 08 that I must have spaced or something because I don't remember it. My question is should I try to reopen that account so I can try a goodwill letter to remove along the lines of remaining a customer and so on. Also, anybody know the requirements for acceptance? My scores right now are
TU:630
EX:585
EQ:580
Do you think they will deny the account based on the low scores? I don't want an inquiry on there if I don't have to.
