Default Multiple Inquiries after auto purchase?

Hi,
I'm trying to figure out how inquiries work when purchasing an auto. We bought a new car last May and then another one in July. Now, I have nine - NINE inquiries on my report for the July purchase and EIGHT! from the May purchase. Total of seventeen inquiries for two purchases. The has absolutely destroyed my score.

I thought I read somewhere that when purchasing an auto, the only inquiry that could be listed on your report would be the inquiry directly from the dealer.

1. So, was it legal for the dealership to run our credit through the wringer looking for a financer?

2. On the second auto, in July, we specifically asked the dealership to work with our credit union and try to get financing through them before going elsewhere. They said they would. They did not contact my credit union at all for financing and instead, judging by the nine inquiries, they contacted everyone else in the known universe. Is this legal for them to not contact our financer of choice after we requested it specifically???

I really want most of these removed from my report because in each case they are all related to the same transaction. With all of them listed it makes us look like not only are we credit-mongers, but we can't even get approved!

Multiple car inquiries in one day generally count as one. Inquiries after 6 months barely affect you and after one year they really have no affect(score wise).

Also there are risks associated with disputing legitimate inquires on your CR.
