Who you can send a PFD to depends upon who now owns the debt.
If the OC still owns the debt, then you can send PFD offers to either the OC or their agent, the debt collector. If the OC has sold the debt, then they no longer have authority to accept payment, and any PFD offer would then have to go only to the debt collector.
If you have a choice, who to offer a PFD is dependent upon what you are seeking to have deleted from your CR. The OC can only agree to delete their own reporting, and a debt collector can likewise only agree to delete their reporting of the collection, and not any separate reporting done by the OC.
Most accounts under collection have reported delinquencies by the OC as well as the reporting of the collection by the debt collector. Which are you seeking to have deleted through the PFD? You PFD one, and GW the other.
Since a collection is a major derog, most consumers choose to address their PFD towards the debt collector.
