Interesting SOL code! Normally, SOL is a right of a consumer to raise the issue of non-collectibility of a debt due to expiration of the SOL, and is a defense that must be asserted and proven in court. Your SOL statute seems to be directed at the ability of the creditor to even initiate legal action upon expiration of the SOL. This seems to be similar to the federal SOL on telecomm debt.
