I received a letter from a collection agency for a 3 year old cell phone bill they claim is mine. it was my name but had an address from a city 400 miles away that I never lived in. I sent a request for validation from the collection agency and AT&T sends me a copy of the bill with the wrong address on it again. Is this validation? It doesn't seem to validate anything, its just the amount owed with my name and a wrong address on it.

No, a signed contract with your exact details is validation. What they sent you definitely does not qualify.
