CA revealing personal information?

So I got a phone call today from a local number, I did not recognize the number but I awnsered. I said hello and nobody said anything then just as I went to hang up a man said my name. I hung up because I did not know who it was and it was my cell phone. I then had my fiance call from his work phone and asked him just to find out who it was because I have had problems in the past with an ex calling me. My fiance then called me back and told me that its a collection agency collecting on a loan that i got in 2008 linked to a bank account at xx credit union. I do not know what this loan is and why it is linked to my bank account, but I did not know that they can reveal all of this type of information to somebody other than myself. I have all of my credit reports and this debt is not on any of them.
