Default Account paid for less than full?

I got in an accident and had to take an ambulance to the hospital. I started paying $50.00/month, but moved and could not find a job in time. They reported me to a collection agency, and when I found a job, I continued my $50.00/month payments to the collection agency. When tax returns came around, I paid off the balance I owed (about $260). When I paid it, the guy I talked to said that because I chose to pay all of it now instead of the $50.00 payments, I received 15% off. I saved $40.00, or so I thought.

I just recently checked my credit report, and it has comments saying that the balance was paid in less than full. Isn't this bad?

If I had known, I would have paid it in FULL without the 15% off. Is that comment affecting my credit negatively, or is it just a comment? I did not settle, as I was expecting to pay the full amount. What's my next step? Do I contact the collection agency?

The whole account is negative no matter what the comment says. You need to dispute it with the CRAs to get it removed completely.
