Well.....some people feel that merely reporting them to the CRAs is considered collection activity. I'm not so sure about that though. I have been fighting a CA that isn't licensed but they swear they are abiding by the law since they aren't attempting to collect on the debt.
So you could try challenging that.......by sending them a letter letting them know that you know they're not licensed in your state. OR (this is what I would do first).......you could send them a DV and wait for them to respond. There's a good chance they will respond with a letter attempting to collect. Kinda sounds like entrapment......lol....but they know what state's they are licensed in. IMO, it's their own damn fault if they cross the line.
If they do that, then you can send them an ITS and tell them that you want the debt eliminated.......and that they will not transfer or sell it to any other CAs.
