How do you know if a collection agency is legit?

I received a letter from JNR Adjustment Company Inc. I looked at their website and it looks lke crap.

I had one job's pay garnished with little or no advanced warning. I was not warned. When I quit that job, other jobs I worked at, my check was not garnished. I belive my check was illegally garnished, over $800 taken from me. They knew where I lived, and could've kept garnishing at newer jobs I worked at. Why didn't they? Because I think what they did to me and do to many is crooked and illegal.I was not notified at all. It was a $200 limit credit card which they claimed my balences was nearly $2000. I questioned the credit card company, more than paid off the balence, had my pay garnished, and never heard from it again when I quit working at the garnished employer's place.
