 I have and upside down loan on my car and want to
refinance, my interest rate is currently 12%.? I have good credit and i have been paying extra each month on my car note. If i refinance will that benefit me and will I pay less each month.

Calculate the savings in interest with your current over payment and add in the extra re-financing fees. If that cost is less than just paying it, go for it. If not, pay it like you are
