It should have fallen off of your report a while ago IF it's a negative account. It might not be. Dispute it if it is and tear up the credit card offer. They want you to start a new account so that it can kill your credit for 7 more years. Don't do it!
They are some sneaky bastards!
(Of course, if it's not negative, no need to dispute it. I still wouldn't accept their offer for the credit card though.)
