The HIPAA process will not work if you've paid the CA.

The only thing I can suggest would be to keep disputing and make sure they are reporting correctly. One other thing you might want to try is just calling up the CA and talking to them.........asking them to remove it. It's such a shame because these are such small dollar amounts and yet they impacting your score. If you call them and bug them enough maybe you can get them to remove them.
