I would call and talk to someone in charge and try to explain the problem.I'm as shocked as you are that you can send so much information.There's one more thing you can try go to the social security office with your picture id and get a letter stating that you are the person in the picture id,just as good as a SS# and the government is backing your request.Other then that what else can you do.Except show up in person.
